TOWN BOARD MINUTES
MAY 15, 2003
The regularly scheduled meeting of the Town of Esopus Town Board was held on Thursday, May 15, 2003 at 7:30 PM at the Town Hall in Port Ewen, New York with the following persons in attendance:

The meeting was opened with the PLEDGE OF ALLEGIANCE.
ANNOUNCEMENTS:
Dogs available for adoption.
Special Town Board Meeting will be held on Monday May 19th at 8 PM to meet with Architect Dennis Suraci to discuss a new Town Hall.
Support Our Troops Day Meeting Saturday, May 17th Kingston Strand.

TOWN BOARD RESOLUTIONS:
1. RESOLUTION AUTHORIZING A COURT GRANT APPLICATION
BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster, as
follows:
WHEREAS, funds are available through the New York State Justice Assistance Program for improvements for local courts,
THEREFORE, BE IT RESOLVED, that Raymond Rice, as Supervisor of the Town of Esopus, is hereby authorized and directed to file an application for funds from the State of New York Unified Court system through the Justice Court Assistance Program, in the an amount not t o exceed $20,000 and upon approval of said request to tenter into and execute a project agreement with the State for such financial assistance to this municipality for the upgrade of the office of the Town of Esopus Justice Court.

2. RESOLUTION AUTHORIZING SUPPORT OF THE DARE PROGRAM FOR 2003- 2004 SCHOOL YEAR
BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster, as follows:
WHEREAS, the Town Board has been requested to support the DARE Program at the Robert Graves and Anna Devine Schools,
THEREFORE, BE IT RESOLVED, that the Town Board, authorizes the support of the DARE
Program in an amount not to exceed $638.00 per school.

3. RESOLUTION TO AUTHORIZE ADJUSTMENTS TO THE 2003 BUDGET
BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster, as follows:
WHEREAS, adjustments to the 2003 budget are required in order to properly reflect changes in certain accounts,
THEREFORE, BE IT RESOLVED, that the Town Board authorizes the transfer of the following amounts from the indicated accounts and Fund Balances to the indicated active accounts.

4. RESOLUTION TO AUTHORIZE THE APPOINTMENT OF RACHEL EVANS TO THE ASSESSMENT BOARD OF REVIEW
BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster as follows:
WHEREAS, the Town of Esopus Assessment Board of Review has a vacancy resulting from the resignation of Paul Kristofy,
WHEREAS, the Town Board has solicited and received applications for this position,
THEREFORE, BE IT RESOLVED, that after reviewing several very qualified applications, the Town Board appoints Rachel Evans to the Assessment Board of Review for a term expiring September 30, 2006.

BE IT RESOLVED, by the Town Board of the Town of Esopus, County of Ulster as follows:
WHEREAS, the Town of Esopus has been presented with vouchers fore payment and these vouchers have been examined and approved by the Town Board,
NOW, THEREFORE, BE IT RESOLVED, that the following vouchers be approved for payment:

A MOTION TO ACCEPT THE MINUTES OF THE APRIL TOWN BOARD MEETINGS WAS MADE BY SUPERVISOR RAY RICE AND SECONDED BY COUNCILMAN GLORIA VANVLIET. ALL TOWN BOARD MEMBERS VOTED IN FAVOR. MOTION CARRIED.

PUBLIC COMMENTS:
Robert Richter - Esopus: Bob Richter asked what is happening with the new park in Rifton?
The Town has received the proper permits from D.E.C. and Highway Supt. Art Cross’s crew has cleaned the park. A volunteer group was there ten days ago and picked up three truckloads full of trash.
A MOTION TO ADJOURN WAS MADE BY COUNCILMAN MARSHALL COURTNEY AND SECONDED BY SUPERVISOR RAY RICE. ALL TOWN BOARD MEMBERS VOTED IN FAVOR. MOTION CARRIED.
