TOWN OF ESOPUS TOWN BOARD MEETING
 OCTOBER 18, 2001

A regular meeting of the Town of Esopus Town Board was held on Thursday, October 18, 2001 at 7:30 PM in the Town Hall on Broadway in Port Ewen, New York with the following persons present:

Councilman Marshall Courtney

Councilman Peter Beisel
Councilman Gloria VanVliet

The Meeting was called to order at 7:30 PM with the Pledge to the Flag.

Announcements:

Supervisor Ray Rice made the following announcements:

Leaf Pickup by the Highway Dept. will be held until November 20, 2001.  After this date bagged leaves can be left at the Highway Dept. or the Transfer Station.
2002 Budget Workshop Meeting will be held on Monday, October 22, 2001 at 7:30 PM in the Town Hall.  This is a review of the budget by the Town Board.
2002 Budget Public Hearing will be held on Tuesday, October 30th at 7:30PM.

Supervisor Rice --I have prepared the tentative 2002 budget and the Town Board are now reviewing it.  If this budget is approved town employees will receive a 6 % increase which will put them on more equal footing with the employees in surrounding towns and Ulster County.  The tentative budget is essentially a flat line from last year - by that I mean taxes and expenses should be very nearly the same as last year.  Some of the special districts - like fire companies are slightly up and some are slightly down.  Overall the total expenses for the General Fund, Highway Fund, and all special districts is down .4% from last year.  Once again, the Public Hearing will be at 7:30 PM Tuesday, October 30th here in the Town Hall, if you have an interest in our town budget, please attend.  The assessed value of all the property in our town is up approximately 13.5 percent.

TOWN BOARD RESOLUTIONS:

1.  RESOLUTION AUTHORIZING THE ISSUANCE OF A PEDDLING PERMIT

BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster, as follows:

WHEREAS, as per section 100.5 of the Code of the Town of Esopus, the Town Board is required to accept, and examine, applications for peddling and soliciting, within the Town,

THEREFORE, BE IT RESOLVED, that the Town Board has examined the application, accepted the required fees and does hereby authorize the issuance of a Peddlers License to John J. Erceg.

RESOLUTION DULY ADOPTED.

John Erceg is allowed to sell General Merchandise including flags, tee shirts and miscellaneous items as long as he is in compliance with the Peddling Laws.  The period of time will be one year from this date.

2.  RESOLUTION ESTABLISHING A CURFEW FOR HALLOWEEN

BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster, as follows:

WHEREAS, in the interest of public safety, and to be in conformity with surrounding communities,

THEREFORE, BE IT RESOLVED, that the Town Board establishes 7 PM as the curfew for individuals under the age of eighteen years for Halloween, October 31, 2001.  All other provisions of the Town of Esopus Curfew Ordinance will apply.

3.  ADJUSTMENTS TO THE 2001 BUDGET

BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster, as follows:

WHEREAS, adjustments to the 2001 budget are required in order to properly reflect changes in certain accounts,

THEREFORE, BE IT RESOLVED, that the Town Board authorizes the transfer of the following amounts from the indicated accounts and fund balances to the indicated active accounts:

Resolution duly adopted.

Supervisor Rice was asked about the Liability Insurance increase and he stated the increase came after the budget was adopted and therefore, had to be taken from the Contingency Fund.

4.  RESOLUTION AUTHORIZING THE PAYMENT OF BILLS       RECEIVED SINCE THE SEPTEMBER BOARD MEETING
 
BE IT RESOLVED, by the Town Board of the Town of Esopus, County of Ulster
as follows:

WHEREAS, the Town of Esopus has been presented with vouchers for payment and these vouchers have been examined and approved by the Town Board,

NOW, THEREFORE, BE IT RESOLVED, that the following vouchers be approved for payment:

PUBLIC COMMENT:

Dennis Helm - Connelly: Dennis Helm asked what the percentage of increase in our liability insurance was and did the increase have anything to do with the drowning deaths in Sleightsburgh?   Supervisor Rice answered the percentage of increase was 4 or 5 percent and this had nothing to do with the tragedy at Sleightsburgh.

Bob Richter - Esopus:   As part of the landfill closure we borrowed money from the state, did we receive the payment information after the budget was prepared?
Supervisor Rice answered in the affirmative and stated his estimate was under by $5,000.
