TOWN BOARD MEETING
 OCTOBER 18, 2002

A regularly scheduled meeting of the Town of Esopus Town Board was held on Thursday, October 17th, 2002 at 7:30 PM at the Town Hall on Broadway in Port Ewen, New York with the following persons present:

Supervisor Ray Rice
Councilman Marshall Courtney
Councilman John Loughlin
Councilman Gloria VanVliet
Councilman Wayne Freer

Recording Secretary: Diane L. McCord, Town Clerk, RMC

The meeting was called to order by Supervisor Ray Rice.

PLEDGE TO THE FLAG

ANNOUNCEMENTS:

1.  Availability of insect spray in the Town Clerk’s Office.

2.  Dogs are available for adoption at the Esopus Kennel - there is no charge for the license, the neutering or spaying, and the rabies vaccine.

3.  Leaf Collection - The last day for leaf collection is November 25th.  All leaves must be bagged.  After November 25th bagged leaves can be taken to the Highway Dept. or the Transfer Station.

4.  Announcement of Public Hearing on the 2003 Budget - October 28th, 7th PM  .

5.  There will be a meeting of the Rt. 9W Improvement Advisory Committee Meeting on            Wednesday, November 13th at 7 PM in the Town Hall.

PUBLIC COMMENT: There was no public comment at this time.

TOWN BOARD RESOLUTIONS:

1.  RESOLUTION ESTABLISHING A HALLOWEEN CURFEW

BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster, as follows:

WHEREAS, in the interest of public safety, and to be in conformity with surrounding communities,
 
THEREFORE, BE IT RESOLVED, that the Town Board establishes 7 PM as the curfew for individuals under the age of eighteen years for Halloween, October 31, 2002.  All other provisions of the Town of Esopus Curfew Ordinance will apply.

2.  RESOLUTION REQUESTING INSTALLATION OF STOP SIGNS

BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster, as follows:

WHEREAS, a dangerous condition exists at the intersection of Dashville and Old Post Road, and,

WHEREAS, the danger could be significantly reduced by the installation of stop signs on Old Post Road,

THEREFORE, BE IT REQUESTED, that the Town Board authorizes the Town Supervisor to request that Ulster County install two stop signs on Old Post Road at its intersection with Dashville Road.

3.  RESOLUTION TO AUTHORIZE ADJUSTMENTS TO THE 2002 BUDGET

BE IT RESOLVED, by the Town Board of the Town of Esopus, in the County of Ulster,
as follows:

WHEREAS, adjustments to the 2002 budget are required in order to properly reflect changes in certain accounts,

THEREFORE, BE IT RESOLVED, that the Town Board authorizes the transfer of the following amounts from the indicated accounts and fund balances to the indicated active accounts.

4.  MOTION ACCEPTING THE MINUTES OF THE SEPTEMBER BOARD MEETING

A MOTION WAS MADE BY SUPERVISOR RAY RICE AND SECONDED BY COUNCILMAN MARSHALL COURTNEY TO APPROVE THE MINUTES OF THE SEPTEMBER TOWN BOARD MEETINGS.  ALL TOWN BOARD MEMBERS VOTED IN FAVOR.  MOTION CARRIED.

5.  RESOLUTION TO AUTHORIZE THE PAYMENT OF VOUCHERS RECEIVED        SINCE THE SEPTEMBER BOARD MEETING.

BE IT RESOLVED, by the Town Board of the Town of Esopus, County of Ulster as follows:

WHEREAS, the Town of Esopus has been presented for payment and these vouchers have been examined and approved by the Town Board,

NOW, THEREFORE, BE IT RESOLVED, THAT THE FOLLOWING VOUCHERS BE APPROVED FOR PAYMENT:

6.  MOTION TO APPROVE MINUTES

A MOTION WAS MADE BY SUPERVISOR RAY RICE AND SECONDED BY COUNCILMAN MARSHALL COURTNEY TO APPROVE THE MINUTES OF THE TOWN BOARD MEETINGS SINCE SEPTEMBER.   ALL TOWN BOARD MEMBERS VOTED IN FAVOR.  MOTION CARRIED.

PUBLIC COMMENT:

Anne Gordon - Port Ewen: With the public hearing on the budget pending, many towns are having double digit tax increases.  Could you, Supervisor Rice, comment on the status of our town?  How do things look in comparison to our tax base?

Supervisor Rice commented at this time it looks like there will be a three percent increase in both the General Fund and the Highway Fund.  “We will not have double digit increases” stated the Supervisor.

8.  SUPERVISOR WELCOMES CIVICS STUDENTS

Several students from Kingston High School attended the Town Board Meeting as part of their Civics Class Assignment.  Supervisor Rice welcomed the students.

A MOTION TO ADJOURN WAS MADE BY COUNCILMAN JOHN LOUGHLIN AT 7:47 PM.  THE MOTION WAS SECONDED BY COUNCILMAN MARSHALL COURTNEY.  ALL TOWN BOARD MEMBERS VOTED IN FAVOR.  MOTION CARRIED.
