TOWN OF ESOPUS TOWN BOARD MEETING

DECEMBER 15, 2011

A regularly scheduled Town Board Meeting was held on Thursday, December 15, 2011 in the Town Hall at 284 Broadway in Port Ewen, New York with the following persons in attendance:

The Supervisor said we are very excited to have everyone here tonight.

Pledge to the Flag

Opening: The meeting was called to order at 7:30 PM by the Supervisor. The meeting will be divided into two sections. The first section will be for the presentation of the Interlux Waterfront Challenge Award. Following the award we will take a twenty minute break and we will focus on the Christmas Parade. We had a very good parade this year featuring Mr. & Mrs. Santa Claus. If you come into town you will notice it looks like “Candy Cane Lane”. The Town Board is very proud. We could not have this without a team of dedicated people who worked very hard.

Section 1:

The first part of the Town Board Meeting features the Vice President of Sales for the Interlux Corp.,

Bob Donat and Diane Dintruff representing the Waterchestnut Crew. Diane helped put the events together so our town could achieve the Regional Award.

The Supervisor then explained how this Waterchestnut Machine happened. For many years people pulled out the waterchestnuts by hand. As the chestnuts grew they covered the entire shoreline of our beach. The town purchased a used waterchestnut harvester for $14,000 and it finally wore out after several years.

We contacted Aqua Boats and the president Steve was able to build the boat. We actually acquired the machine for $140,000. We were able to do this with the help of Marian Zimmer, who wrote a grant, and with the help of the Church Communities who gave us $30,000 and with a trade-in for our old boat of $25,000. Between the grant and the contribution we only had to borrow $30,000. In prior years we had only two volunteers to run the old machine. This year we put together a complete program to train people on the machine. There were many volunteers and they became known as Chester’s Cutting Crew. Diane Dintruff will now speak and introduce our guest:

I came to the Hudson Valley in 1980 to work for IBM and I fell in love with the Hudson River. I was fortunate enough to buy a house above George Freer Beach. It was such a lovely area for everyone in Ulster County to come to. Over the years the Hudson became greener and greener. The bullheads are the seeds from the waterchestnuts. They choke off the vegetation and the fish. They are a hazard for recreational boating. The Waterfront Advisory Board wrote this grant and they got the funding. The significance was the

many volunteers that stepped forward. We were asked to do the Bicentennial Paddle.

I took pictures and noticed all the improvement and I placed them in a slide show.

The Interlux Corporation wanted people to make improvements and I submitted the photos.

We are using the money to continue to cut the waterchestnuts and hopefully more people will see our beautiful Hudson. Now I introduce Bob Donat.

Bob Donat:

Thank you for being here. I am proud to be here. I spoke with Diane Dintruff and told her

I wanted to come up and attend the meeting. The amount of enthusiasm is overwhelming

and we are proud of all the energy you all have had. The Interlux Waterfront Challenge is a special thing within our business. It is the DNA of Interlux. The scientific expertise, getting involved in the community and making a difference in the local communities is what we are about. The impact and the environmental component add to the mix. We speak tonight about

how much water is in each community. We want to continue this. We are happy to be able to provide the resources for Chester’s Cutting Crew. The environmental impact is outstanding.

I will be here to visit and see you more often. I would like to hand over a check for $4,500 for Chester’s Cutting Crew and the Town of Esopus. The Supervisor said just tell us when you are coming and we will take you out on Chester. We are proud in the Town of Esopus to have you come visit and you will be welcomed on your visits aboard Chester and aboard the Supervisor’s

Vessel.

Scenic Hudson representative Andrew Bicking read the following letter:

Dear Supervisor Coutant, town Board Members and Chester’s Cutting Crew:

Congratulations to Chester’s Cutting Crew on its well-deserved recognition and grant award. The Town’s water chestnut removal program makes the beach at Freer Park more enjoyable for Esopus residents and serves as a model and inspiration for other Hudson River Communities.

Esopus has many fine parks and is one of a few towns with a beach along the Hudson River. The vision and dedication of Chester’s Cutting Crew to improve the beach enhances the quality of life for Esopus residents, and also builds on the Town’s draw for tourism dollars that can support local businesses.

Again, our sincere congratulations to Chester’s Cutting Crew and the Town of Esopus on a job well done!

Mr. Bicking concluded saying the Town of Esopus has more Hudson River frontage than most communities.

Supervisor Coutant said before we end this section and go to break, there is a supply of booklets and inside the booklet it tells who the National Winners were and gives a photo of the Town of Esopus Cutting Crew. On October 28 we were mentioned in Fort Lauderdale Florida at the boat show. They did an excellent job of talking about the Town of Esopus.

Our solar panels were given a New York State Award and now we have been recognized nationally.

A Motion to go into a twenty minute recess during which time we will show the Christmas Parade on Channel 23 was made by Councilperson Wayne Freer and seconded by Councilperson Kyle Barnett. All Town Board Members voted in favor. Motion Carried to recess.

A Motion was made by Councilperson Wayne Freer and seconded by Councilperson Gloria VanVliet to resume the second section of our Town Board Meeting at 8:12 PM. All Town Board Members voted in favor. Motion Carried to resume our meeting.

1. Resolution to Authorize Town Supervisor to Sign Suppression System Contract

2. Resolution to Authorize Town Supervisor to Sign Klyne Esopus Preservation Historic Committee Agreement

The Town Board of the Town of Esopus authorizes the Town Supervisor to sign the Klyne Esopus Preservation historic Committee Agreement.

The Supervisor explained we contribute money each year and in order to do this there must be an agreement. We take $3,000 from the General Fund for the maintenance of the building and the upkeep. It is again a lengthy agreement. The Town Clerk will contact President Alex Contini to come in to sign the agreement.

3. RESOLUTION TO AUTHORIZE SUPERVISOR TO SIGN TEVAS AGREEMENT

The Town Board of the Town of Esopus authorizes the Town Supervisor to sign the Town of Esopus Volunteer Squad Incorporated Agreement.

The Supervisor wanted to mention that he is proud to offer this resolution. The Town of Esopus asked several organizations for special consideration. He asked them to work with a little less money because of the extra money that was used after the storms wrecked their havoc. TEVAS agreed to take fifty percent. They were very honorable and it was the right thing to do. He commended them and their leaders. We have a good ambulance service, perhaps the best in the State of New York. He was happy to read this resolution. This contract was put together by the Town Attorney and the TEVAS Attorney.

It allows them to purchase gas from the Town of Esopus at a lower cost.

Councilperson Wayne Freer abstained from voting because he is a TEVAS trustee and the Supervisor stated the Councilperson had done a great job down there as well. Please advise them the agreement is ready and the Supervisor will sign and ask them to come in and sign also.

4. New Year Swearing In – Date/Time

New Years Day, January 1st at Noon we will hold our Swearing In Ceremony in the Town Hall. Refreshments will be served following the Organizational Meeting. The Supervisor would like to see enough people here that we have to send out for more chairs.

9. Adjournment

A Motion to adjourn was made by Councilperson Wayne Freer and seconded by Councilperson Kyle Barnett. All Town Board Members voted in favor. Motion Carried.

Supervisor Coutant said before we leave we want to thank our very competent technician Bob Rizzo working behind the camera for helping us and for the use of his equipment. A thank you to Brian Barnes for being involved with Channel 23.
