TOWN OF ESOPUS WATERFRONT ADVISORY BOARD
Minutes of the March 25. 2008 meeting
Present:  Michael Richardson, Bill Benson, Cathy Quick – Environmental, Marion Zimmer – Chair, Rosemarie Kristofy, Don Cole, Michael Minor                                        
Absent:  Kathy Weitze, Eli Schloss
Town Board Liaison: Deborah Silvestro
The meeting was called to order at 7:00PM by Chairman Zimmer.
MINUTES:  The minutes of the previous meeting, February, 2008 were reviewed.  
A MOTION to approve the February 2008 minutes was made by Don Cole, and seconded by Bill Benson.  All present in favor.

CHAIRMAN REPORT
Chairman Zimmer reviewed a letter presented to the Board on an event proposed by ADK to be held at Freer Park.  It was cancelled due to the water chestnut problem.  Chairman Zimmer and the Town Supervisor discussed a weed pulling event.  Agreed to contact DEC, and reviewed a letter drafted proposing the event.  A tentative date of June 21 (low tide) from 10:00 to 2:00pm has been scheduled.  The next available low tide date would be Fourth of July weekend which wouldn’t work for most participants.  The event would be to collect the water chestnuts by hand and leave out to dry.  Benson suggested contacting Slattery Construction to make compost.  Minor thought that they needed more input on why the funds could not be made available to repair the harvester.  Quick stated that money has been invested.  Benson said that some money has been offered as a trade-in.  Cole said that was only $5,000 out of an $84,000 machine.

MOTION to tentatively schedule the water chestnut pulling event and to contact DEC was made by Bill Benson and seconded by Rosemary Kristofy.  All present in favor.

Chairman Zimmer reminded the Board that the annual Hudson River cleanup was scheduled for April 19th from 9:00am to 1:00pm.  She said the highway department would provide garbage disposal.  Beverages will be provided by Quick.  Chairman Zimmer said she would fax the flyer to the Bruderhof.  Silvestro suggested contacting the Eagle Scouts.  She also suggested contacting the Apple Bin and Maynard Farms to make donations.  Chairman Zimmer requested extra boxes of garbage bags.  No rain date has been scheduled for the event.  Chairman Zimmer said conditions would be wet and mushy so dress appropriately.

ENVIRONMENTAL COMMITTEE

Quick informed the Board that the Sapling give-away would be the same day as the Clean Sweep.  Sapling including red maple, white spruce, and Rogosa Rose would be given away to residents from 12:00 – 2:00pm rain or shine.  She also informed the Board that the flooding on Rt 213 was upsetting people and some houses had to be condemned.

PLANNING BOARD
Minor reviewed the Dunkin Donut proposal.  The project was on hold until the developer agreed to follow the rules.  Negative comments came back from the County including remarked that the visual impact for the Main Street corridor would not benefit from the Dunkin Donut roof.  Cole stated that the information from the engineers was wrong.  He had talked to them about putting a retention pond on the property to comply with storm water regulations.
Chairman Zimmer said that the Homeowners Association at Riverview wanted to make changes to their retention pond by bringing in plants and frogs to eat the mosquito larvae.  These changes would be okay as long as they don’t damage the structure.  There was a question on why frogs had not already moved in.  Chairman Zimmer said some work was done a few years ago which may have discouraged them from moving in.

NEW BUSINESS
Chairman Zimmer reminded the Board that there would be no April meeting due to the clean sweep on April 19th.  She said if anything comes up that needs to be voted on prior to the May 27th meeting, she will call the Board members.
Chairman Zimmer informed the Board that the suspension bridge was inspected by DOT and red flagged.  The seams on both sides need to be repaired immediately.  All cosmetic renovations have been put on hold while the DOT  does further inspection on the cables.  It is a State owned bridge and has been neglected for many years.  There is no steel welded on the railings; only rebar.
