PORT EWEN WATER & SEWER BOARD
JANUARY 11, 2010

 

The regular monthly meeting of the Port Ewen Water and Sewer Board was held on Monday, January 11, 2010 with the following members in attendance:

          Donald Kiernan, Port Ewen Water & Sewer Superintendent
          Peter Koelli, Port Ewen Water & Sewer Foreman
          Douglas DeKoskie, Chairman
          Ronald Phillips
          Kevin Rentfrow
          Michael Tronolone
          Lawrence VanVliet
          Wayne Freer, Esopus Town Board member

The meeting was called to order by Chairman Douglas DeKoskie.

  1. MOTION TO ACCEPT MINUTES OF NOV 10, 2009

 

A MOTION WAS MADE BY KEVIN RENTFROW AND SECONDED BY RONALD PHILLIPS TO APPROVE THE MINUTES OF THE NOVEMBER 10, 2009 MEETING.  ALL BOARD MEMBERS PRESENT VOTED IN FAVOR OF THE MOTION.  MOTION CARRIED.

  1. INFLOW & INFILTRATION – REPORT

The report has been completed.  Some of the primary factors include smoke testing, manhole inspection to take place and a rehabilitation program in the Clay Road, Lindorf Street and Rogers Street area early in Spring.  Superintendent Kiernan hopes to use some of the remaining money from Somerset to televize the sewer lines in the same area.  The ideal time to do this would be during heavy rain.  Smoke testing could be done by either purchasing equipment, hiring a contractor or working through an agency that suggests how to proceed.  Discussion continued regarding metering individual sump pump discharge, notifying area residents of upcoming testing and possible long-term solutions through state grants.  Superintendent Kiernan will send a letter to residents explaining what to expect regarding the use of sump pumps and options to correct any misuse.  A copy of this letter will also be sent to the City of Kingston and all work that is done will be documented.

  1. BIRCHES

 

Superintendent Kiernan sent an e-mail to Mike Masters of Birchez, advising him of the items that have not yet been addressed with the Birches pump station.  Superintendent Kiernan will not sign off on these items until they are corrected.

  1. SAFECO DONE

 

Superintendent Kiernan reported that all alarms on the generators are done and are up and running.

  1. FEMA/SEMO – COST ESTIMATES – PLANT SLOPE STABILIZATION – WILL BE SENT TO SEMO

 

Frank Farrell is back as the representative we deal with.  The paperwork regarding the slope stabilization is complete and has been sent to SEMO.  A drainage plan has been requested and will likely be completed and submitted by January 15th; Brinier and Larios have done the planning. The Town Board has begun the paperwork for bonding.

  1. KWWTP REVENUES

 

Regarding the Kingston Waste Water Treatment Plant revenues, there are no new developments to report.

  1. TAX ROLL 95,000

 

This amount is over twenty percent higher than last year’s amount.  In late February the money will be received from the Tax Collector.

  1.           WATER BREAKS

 

Superintendent Kiernan commended Peter Koelli on the many nights he spent outside in freezing temperatures on the numerous water breaks in Port Ewen.  The breaks are listed in the monthly report.

  1.            HYDRANT DAMAGE 1/1/10 HYDRANT #10-1

 

Superintendent Kiernan received the accident report today related to the hydrant damage on January 1, 2010.  He has itemized the billing for everything related to the replacement of this hydrant.

  1.           PAYMENT OF VOUCHERS

 

A MOTION WAS MADE BY RONALD PHILLIPS AND SECONDED    BY DOUGLAS DEKOSKIE TO APPROVE THE MONTHLY VOUCHERS FOR PAYMENT.  ALL BOARD MEMBERS PRESENT VOTED IN FAVOR OF THE MOTION.  MOTION CARRIED.

  1.           MISCELLANEOUS

 

      1. Kevin Rentfrow inquired about how testing for cryptosporidium is going.  Superintendent Kiernan replied that testing is going well.  Three tests have been made.
      2. Michael Tronolone inquired about the rebuilding of one of the pumps.  Superintendent Kiernan has ordered a new impeller, which has not yet arrived.  When it does, the pump and impeller will be shipped to Troy to be rebuilt.  To replace the pump with a new one would cost $25,000.00.  Superintendent Kiernan estimates a cost of seven or eight thousand dollars to rebuild the pump—within three week’s time.
      3. Discussion was held about on-going obstructions in the line on Doris Street.  Some of this fibrous material is coming from further up the line.  The possibilities of screening some manholes or using a larger pump were mentioned.

A MOTION WAS MADE BY RONALD PHILLIPS AND SECONDED BY LAWRENCE VANVLIET TO ADJOURN THE MEETING.  ALL BOARD MEMBERS PRESENT VOTED IN FAVOR OF THE MOTION.  MOTION CARRIED.
