NOTICE IS HEREBY GIVEN, that pursuant to Sections 123-47 C(6) and 123-46 B(3) and (4) of the Esopus Town Code, the Planning Board will hold a Public Hearing on Monday, November 20, 2023 at 7:35 p.m. (or as soon thereafter as comment may be heard), at the Town Hall, 1 Town Hall Way, Ulster Park, N.Y. to consider the application of Esopus Barns LLC to redevelop a portion of the former Payne Estate located at 1398 and 1466 Route 9W, along the west side of NYS Route 9W, south of Black Creek Road, in the Town of Esopus, Ulster County, NY, as a resort hotel (Project).
The site is identified as Section 71.4, Block 4, Lot 31.11 and Lot 26 on the Town of Esopus official tax map and encompasses approximately 153 acres along the west side of NYS Route 9W, south of Black Creek Road (Site). The Site is in the R40 Zoning District. Most of the Site (approximately 116 acres) Is located west of the Black Creek and is divided by the CSX rail corridor. This application does not propose development west of Black Creek. The applicant is seeking from the Planning Board a special use permit and site plan approval for the resort hotel, and a lot line adjustment to consolidate the Site’s two existing tax lots into a single lot.
The Project includes lodging accommodations, and ancillary facilities and services, including conference facilities, restaurants, and craft spaces, as well as a pool facility, landscape features, walking trails, and other similar recreation areas. The resort and amenities for the current Project will be created through the adaptive reuse of the existing structures and through the addition of limited new structures. The height, location, and footprints of existing buildings will not change.
The Project seeks to reinvent and rehabilitate the Site, building upon the extensive pre-development work completed by the Town of Esopus, other agencies, and the prior owner of the Site to similarly create a resort hotel, including the prior issuance of a State Environmental Quality Review (SEQR) Determination of Non-Significance (Negative Declaration) and prior site plan and special permit approvals adopted by the Planning Board in 2013. The Planning Board is again serving as the SEQR Lead Agency and completing a coordinated review for the current Project.
