PORT EWEN WATER & SEWER BOARD
June 12, 2007
The regular monthly meeting of the Port Ewen Water and Sewer Board was held on Tuesday, June 12, 2007 with the following members in attendance:
Donald Kiernan, Port Ewen Water & Sewer Superintendent
Michael Celuch, Chairman
Absent were Roger Mabie and Michael Lange, Liaison from the Esopus Town Board.
The meeting was called to order at 7:32 PM by Chairman Michael Celuch.
A MOTION WAS MADE BY JOHN MEEHAN AND SECONDED BY MICHAEL CELUCH TO APPROVE THE MINUTES OF THE MAY 8, 2007 MEETING. ALL BOARD MEMBERS PRESENT VOTED IN FAVOR OF THE MOTION. MOTION CARRIED.
TRAPPING DONE – PARTIAL DAM REMOVAL
Superintendent Kiernan advised the board that the beaver trapping is done and there is no sign of dams being rebuilt. The water level has been drained by about five feet. Alan Larkin will pull out more of the dam.
DAMAGE REPAIR LOGS
*Log of water plant damage repair is kept up to date daily.
*Log of emergency water line is kept up to date daily.
*These logs help with FEMA paperwork.
UCHD LETTER – EMERGENCY LINE
*This letter, dated June 7, 2007 was sent to Town Supervisor John Coutant from Dean Palen, Public Health Director. The Ulster County Health Department has approved the emergency interconnection with the City of Kingston Water System. This letter has gone a long way toward FEMA covering costs.
EXPENSES TO DATE
*Superintendent Kiernan explained to the Board that applicable expenses to date amount to over $82,000; payment is expected in two or three weeks. Twenty-five percent will come from the State and seventy-five percent will come from FEMA. Ronald Phillips inquired if the expenses have come out of the General Fund; Superintendent Kiernan replied to the affirmative, and that the fund will be reimbursed. Mr. Phillips wondered what would happen if we do not receive the money; Superintendent Kiernan reassured him that we will receive the money. Douglas DeKoskie mentioned that reimbursement could be better than what we would have paid.
*Superintendent Kiernan let the Board know that, on four occasions, there have been various people from FEMA at the water plant, and that the water plant is on the priority list.
*Brinier and Larios are working on the damage list; July 16, 2007 is the last date to submit the cost estimate for damage repairs.

VERIZON NOTICE OF CLAIM
*Calaruso’s excavators used a jack hammer which accidentally hit an underground telephone cable. There will be more on this to follow.
FIRE DEPT. LETTER OF SUPPORT
*This letter, dated June 7, 2007 was sent to the Esopus Town Board from the Port Ewen Board of Fire Commissioners in support of the emergency interconnection plan.
The Port Ewen Fire Department, in a letter dated June 7, 2007, expressed their recommendation to have twelve-inch water mains on the Mt. View property. Superintendent Kiernan explained that eight-inch pipe is there now and ten-inch pipe is approved. Chairman Michael Celuch asked what would be gained by this and who would be responsible for installation? Douglas DeKoskie observed that twelve-inch mains would not give more pressure, just storage; the larger mains would not hurt, but may not help. John Meehan observed that this main would be a mile away from the ten-inch line on Broadway; his concern is about flow. Superintendent Kiernan explained that the developer would install the mains: Ten-inch pipe would cost $20.48 per foot; twelve-inch pipe about $32-$33 per foot. This could come to about $1,000,000.
A MOTION WAS MADE BY MICHAEL CELUCH AND SECONDED BY JOHN MEEHAN TO APPROVE THE MONTHLY VOUCHERS FOR PAYMENT. ALL BOARD MEMBERS PRESENT VOTED IN FAVOR OF THE MOTION. MOTION CARRIED.
Six hundred eighty feet of ten-inch water main from Route 9W to the new Town Hall entry way will be needed. Thomas Danielle has proposed to install this.
Approximately two hundred eighty feet to Clark Street is needed. The Town Hall would pay for materials and the Water & Sewer Department would provide labor and equipment. The main could be installed in less than a week. Superintendent Kiernan, in a letter to the Esopus Town Board dated June 4, 2007, estimated the installation cost to be $7,020.24.
A MOTION WAS MADE BY RONALD PHILLIPS AND SECONDED BY DOUGLAS DEKOSKIE TO APPROVE SUPERINTENDENT KIERNAN’S LETTER DATED JUNE 4, 2007, TO THE TOWN OF ESOPUS TOWN BOARD. ALL BOARD MEMBERS PRESENT VOTED IN FAVOR OF THE MOTION. MOTION CARRIED.
SEWER LINE TO THE NEW TOWN HALL BUILDING
The Port Ewen Water and Sewer Department does not install sewer line.
Chairman Michael Celuch is in receipt of a letter dated May 21, 2007 requesting that the amount billed to the library be halved.
A MOTION WAS MADE BY MICHAEL CELUCH AND SECONDED BY RONALD PHILLIPS THAT THE AMOUNT BILLED REMAIN IN ENTIRETY AND THAT THE LATE CHARGES REMAIN IN ENTIRETY. ALL BOARD MEMBERS PRESENT VOTED IN FAVOR OF THE MOTION. MOTION CARRIED.
A letter to the Library Board will be sent to this effect.
Discussion was held about the concern of getting an electric pump here. This could take two to three weeks from the time it is ordered. A diesel pump could be here in forty-eight hours. Chairman Michael Celuch mentioned getting a generator also.
Superintendent Kiernan advised the Board that FEMA pays for equipment, and so may pay for a pump. When the Town Board met on June 4, 2007, a majority agreed to go ahead with an electric pump.
Michael Celuch asked if an electric pump will be ordered now; Superintendent Kiernan trusts that this will be discussed at the Town Board’s workshop meeting on June 19, 2007.
A MOTION WAS MADE BY MICHAEL CELUCH AND SECONDED BY DOUGLAS DEKOSKIE TO ORDER AN ELECTRIC PUMP IMMEDIATELY. ALL BOARD MEMBERS PRESENT VOTED IN FAVOR OF THE MOTION. MOTION CARRIED.
Since Central Hudson is being sued by so many people, the Esopus Town Board may be the object of this litigation.
